The drop-down menus at the top have, I think, always been showing the first and second categories to be created, which were Category:Incidents and Category:Women in open source. I've changed them to be Category:Resources and Category:Former featured article. It'll show the most popular pages from those categories. See Help:Wiki_navigation for how I did this.
